During late 80s, early 90s there were a bunch of action films made by the dozen (Thank god there were no feminists back then), While many action stars had the personality, the body or the skills, Seagal was like the "wrong guy" in the "right place", he was tall, had a decent body and physique, and while he was not a good actor, most action movies doesn't require guys to act.
For the rest of things (Having a band, "being a champion", etc...) he is a compulsive liar, and trust me many people can get away with stuff, lying, in fact I'd say most of succesful/rich people are liars, because most other people are beta cucks, that won't oppose him or simply won't check his background.
