I tried 10 but went back to 7. Just felt better.

Linux actually has a ton of programs. Office is free (LibreOffice). MATLAB is free (Octave). Plus you can run most non-game windows programs under WINE. You also get free compilers for most languages through gcc or LLVM / KLANG.

You can try it out without touching your hard disk--google KNOPPIX LiveDVD. It boots straight from the disk (or USB drive)

For general stuff, windows 7 is the best in my opinion. But if you want to get really deep into your system, linux or ubuntu is a good option. Great for hacking, coding, etc.

While I dislike and wouldn't recommend Kali, it's still a GNU/Linux system, so, yes, it still has access to all available packages on a GNU/Linux system.

The thing is, they use package managers and repositories with maintainers. Most distros have a binary system, and so the maintainers will prepackage/ prepare and wrap packages in a binary, check and clear them, and add them to the official repositories. Anything else can be manually compiled from source with access to the code.

Alternatively, there are source based distros that don't include binaries in their repos and have more in depth package management wrapped around source compiling.
