There would have to be larger legal changes, yeah. But if you think about it like student driving there are stages a kid goes through. When you first get behind the wheel you don't have a license or even a permit. But you're allowed to drive with a licensed instructor as part of a driving class. Its not too hard to see a situation where a man or woman can become trained and licensed to have sex with students in the context of sex ed. Evengelicals would fight it but they fight everything.
It's more about learning the ropes and eliminating the stress that sex brings in an uncontrolled environment when nobody knows what the fuck they're doing. Sex is probably more stressful to someone who gets thrown to the wolves and told to fly on their own than it would be after being properly taught. We teach people how to drive cars, fix powerlines, perform surgery, etc. before we send them out to do all those things for real. Sex is the only thing we don't train people for and expect them to figure it out on their own.
