This sounds like bullshit but it's true. Get an instrument and make a bunch of random melodies at will, then choose whatever you like and build off of that.
Never enter the writing process with a plan; never sit in a quiet room and try to THINK of a melody to play on an instrument. Just fuck around and eventually something will come out.

Don't worry about writing a technical or complex melody and don't be afraid to make mistakes. Also singing or humming til you get something can work pretty well
