we don't have any good data on Portuguese IQ, except some studies from the 70s and 80s. people sometimes use PISA results since they show correlation with IQ studies (it's a bit self-reinforcing though) but in that case Portugal in 2015 was "smarter" than many European countries (including Czechia btw) that are doing better economically so it'd be another factor ;)

The fact that Portugal performs decently well on PISA doesn't prove anything at all other than the fact that they have a decent education system, because as some of you know, Portugal also has "the smartest prostitutes in the world", because even though they do have a great portion of their population with a college degree, they "have no jobs", or, to be precise, they don't have enough jobs available for those college graduates who refuse to become an average working class citizen, with a college degree.
