It's a shame the crew didn't know how to handle any of the characters without Lynch. If they were smart, they'd have used this pointless filler to showcase a little psychological depth for James. Give him visual flashbacks to Laura when he sees this old hag, so at least he has motivation and it feels tied in with the rest of the show.
But no, it's just disconnected scenes of James working on a motorcycle while some bitch watches and smokes cigarettes. Even the pointless, embarrassing Dick Tremayne/ferret gag shit was more entertaining.
