This. Joy Division was around at a time when the music scene was dominated by people who had grown up in the shadow of WWII, and had been affected by its imagery their whole lives. Using Nazi imagery was basically catharsis for a lot of bands at the time. It didn't have anything to do with Nazi sympathy, and everyone understood that. Joy Division were pretty tame about it compared to some others, too.
