Believe it or not - yes. The polls are rigged to a certain degree. The support is nowhere near 90% but is definitely more than 50%.
Also, the last elections (which results are on the map) honestly were the most fair and well maintained in the past twenty years.
I think it is a little wrong. ЛДПP has a bigger influence than on that map. My city marked dark blue, but really it is light blue.
