Most fantasy settings are steeped in the values and fantasies of the masculine Romances, Arthurian chivalry where good and evil are not abstract but tangible forces doing battle on the stage of epic quests and in the hearts of men. Even when it's not strictly one of those settings, that still tends to be its core - even all those "sucked into another world" light novels are like that.
He's not really trying to say that women aren't imaginative or can't do fantasy, just that the abstract idealism that drives fantasy stories is a more masculine fascination. Women tend to be more concrete in their thinking, even when they're fantasizing. Feminine fantasies might center around an ideal person or situation, but the core of it tends to be a more "grounded" goal. Just the word "romance" showcases the difference: to the masculine imagination fighting dragons is romantic. To the feminine imagination a passionate love affair in a picturesque setting is romantic.
