This was true in the 800's not in the 900's. Most of the christians converted to Islam like Averroes or left to the christian kingdoms. That is why there are whole centuries in which christian kings were just planning colonizations. After the battle of Simancas and the rise of Castille the muslims became the weaker side in the reconquista.

There is a difference between an emirate and a Caliphate. Cordoba was independent religiously since Abderraman the III until the Almoravids. They were loathed by their neighbours to the point that they had better relationships with the christian kingdoms than any muslim country.
