Why does Star Trek ruin all of it's longrunning villains? They either get turned into comic relief or made stupidly generic.

The only antagonists who remain cool are one-offs like the Sheliak, and only because the writers didn't get a chance to mangle them with more screentime.

Gul Dukat and "Q" were pretty much the only good and consistent "villains" and Q was basically true neutral while Dukat did nothing wrong, so he's not really a villain. What about Kai Winn?

Dukat did nothing wrong aside from perhaps being too leinient with the Bajoran terrorists, and except when he accidentally got himself stuck on the station while the boobytraps were going off and when he tried to screw over a rival politician by separating that politician from his son, but then he accidentally left a trail of clues and Garak caught him, and maybe that one time he accidentally got that chick pregnant, and when his whole life was ruined when he forgot that the prophets were omnipotent beings inside the wormhole, and one time he tried to convince Sisko that he was perfectly sane, and went about this task by talking to imaginary tulpas, also the whole becoming Space Satan thing might have been ill advised.

Their character design fell flat. I think Roddenberry wanted them small and ratlike to make them seem petty, but they were taken as comic relief space jews from the moment they made it on screen.

This was big let down, but that's just the dynamics of doing a movie. First Contact with an impersonal voiceless enemy would have been pretty shitty. It was Voyager that really took that to an extreme anyway.

Kai Winn is an underappreciated ambigu-villain (if I may coin a phrase).
Clearly she is an antagonist who later becomes a villain, but even then, she feels most of her intentions are coming not from egotism but from some misguided ideal of love and reverence that she never attained.
