I mean, he does hit some sour notes here and there, but he's actually pretty good.
Listen to his first record, even a personal fave of mine "Song to Woody". His vocals are fantastic. There would be no songs without his voice and very particular phrasing.
Blood on the Tracks is probably the best album where his voice hits the middle ground, but isn't a husk like on the later albums

I seriously don't get why people find it so obnoxious. It wasn't bad until the 80s.
it wasnt even really bad in the 80s either. it got lazy, but his singing on Infidels, Empire Burlesque, Oh Mercy, etc, is some of his strongest. i even really like his new songs bc of the sound of his voice. his voice isnt traditionally pretty, but there's nothing technically wrong with it
