Next Gen was made in a time where the character could technically be something, but be defined by the actor that played them and have this be built upon as the series continues.

I did like whenever Jean-Luc would reference his own Frenchness, however. I just assumed he was a Frenchman who spent many years in England, or something.

He's speaking French on the show, but the universal translator automatically translates his speech into British English for the convenience of the audience.
