Just make a rule that sais for a federation's vote to count it must have a minimum number of residents. So all these little islands will have to make a group which gives 2-3-4 votes in total.

But on the other hand, teams like Honduras, Costa Rica,Iran will be a blessing for teams like Greece IF we manage to qualify ever again. We probs wouldn't do that well against some Peru/Chile in the same Group with Spain/Italy/France alongside a quite competitive "minnow" like Australia,Japan,Ivory Coast,Algeria

80% of conmebol went to the round of 16 last world cup, against 75% of concacaf, 45% uefa, 40% of caf, and 0% afc.
