Ashley Williams was called up for Wales when he was 24 and playing in the lower leagues. Before that he was at Stockport, even lower down. Nobody had heard of him and nobody cared, which makes your statement extremely unlikely. He used Wales as a way to play international football, many players do it if they can't represent their country.
