I guess check out Thief. Don't think it's that low budget though. And Repo man. And there was that one proof-of-concept video that's basically just Hotline Miami. Dude that used to be a hitman goes after wanted people through this weird TV show that tells bounty hunters where to find bounties. The name escapes me though.
