You need more that 8 gb or ram, I'd suggest 16 min.
500 gb is too small you can get 3tb for like 100.

gaming isnt a defined thing, you can waste +5000usd on bleeding edge hardware and play farmvile and CoD 26 once in a while or play cs1.6 24/7 on a 10 year old patchwork rig.
your device has to fit your actual needs.

You have some weird priorities. Yes, getting a good quality PSU is important. But for a build like yours, a 350W unit with 80+ bronze will be more than sufficient, just get one that's good quality.

This can come around (plus all the other stuff you need) around 450€ where I'm from, done, I'm playing Witcher 3 on maximum (which is fine(?))

Every listed PC that's 'budget' can only really run games on 30fps. It's not possible to have a PC under $1000 (CAD) today that will be able to run most games at 60FPS.

Yeah, but unless you were going with 1440p resolution, a 1070 would be a waste. A 1060 can max any game at 1080p.
And a quad core would be a better match anyway, not a dual core

Kind of silly, but for now I have a 60 inch smart TV...Had plans to use it as a monitor/speaker set up, and run bluetooth for the mouse and keyboard. I'm not doing anything super hardcore, so I don't need that pinpoint latency. Not yet anyway.

Faulty all around (my experience around 2011-12)
You can very, VERY easily get 60FPS@1080p for less than 1k even in canada, as long as you don't need to max all settings. $300 for a 480(or 1060 3GB if you insist on being a cuck) plus an i5(or even an i3 6100, although that won't get 60FPS in all games), 8GB of RAM, a decent PSU, case and motherboard will run less than 1000 CAD and run all games at max or near max settings at 60FPS.
With a pc with budget parts that give you 8gb ram and 500gb hdd you might as well get console because any game you buy will guaranteed run and consoles are less than 400 now. If you do get console i would recommend a storage upgrade as having more than 7 games would fill up those 500gb
