I got email from time warner cable (now spectrum) about a year or so ago. I just changed the IP in my router and kept doing the same thing and never received another email.
I can only guess those who get continuous letters or emails either have their device tracked through the IP or they're account is monitored. If I get an email or letter of notice for downloading copyright material infringement after I've changed my IP, then I know for sure it's the account being monitored and I'd throw down an extra $8 monthly payment on a VPN and continue on my way. Can't monitor encrypted information, so I'm guessing after 3 months or so of seeing encrypted downloaded info they'd probably stop monitoring seeing as they know that I've 1-upped them.
Just my guess and plan B. Already have a plan C ready to launch at any given time.
