I think it's moderated somewhat...I've seen people banned for posting emails quite often, and occasionally pics are removed. Not sure if that's what you mean by your question of moderated, though.

It's generally unmoderated, hence all the shitposting.
But, there are still laws, that they have to make a token effort to uphold. Kid porn gets deleted and banned. Dox threads seem to disappear as of late..
