Making a horror themed dub album is genius in itself. All the other guys you've mentioned were deeply rooted in continuing the Rastafarian musical tradition while Scientist approached the genre from a more creative perspective. All the Rasta stuff gets tiring after a while.

Departure is way better than Donuts, Donuts is a 50/50 hit or miss album with some of the individual beats being like the best ever beats, that I'll give it, but Departure is all the way through consistently fantastic, there is no debate imo.

First of all, dj shadow himself calls it hip hop. Second of all, you must not know that much about hip hop if you think having too many samples makes it no longer hip hop. Having lots of samples is like the foundation of early hip hop. Listen to records like paul's boutique or 3 feet high and rising.
