It depends on the specifications and tolerances set by their client. Many high quality products are made in China, at the same time many garbage products are made in China.

China can make goods just as well as anyone else, but that's not why people go there. IF you're going to pay a premium for well made objects, you can just pay the premium to have it made somewhere else. It's already a luxury item at that point.

Quality fade means shave off material, subtly change shape, leave parts out, skimp and substitute until the otherwise exact part number that could have been highly reviewed becomes a complete piece of shit.

Most developed countries strive for improvement in process, quality, assembly time, whatever. But the Chinese play the "when will they notice?" game.

its not rocket science, just a lot of business pandering to a lazy or low income people. granted, my example was automotive, but considering when you want a pair of tinsnips to cut a little bit of wire(not that its what you should use) then cheap tools that cost a little less becomes an appealing choice.
