It's both English that may or may not be nonsensical and gibberish.
If you want more clear vocals and lyrics (and more traditional pop), listen to Heaven or Las Vegas and Four Calendar Cafe.
If not, go the opposite direction (pic related).

Pram - The Stars Are So Big And The Album Title Is Really Long (and probably some of their other albums but I haven't listened to them yet)
Also it's a 60's album but consider The United States of America. It sowed the seeds that eventually sprouted into Stereolab and Broadcast. It has some kewl proto-dream pop too actually.
This comes to mind, but it's more Witch House/ electronic than shoegaze. But it's a similar aesthetic, I guess.

ACSACS is hardly happy, especially lyrically. The album has a loose concept relating to a couple who can't make things work, but can't be apart from each other.
I'm Lost Without You Here is probably the happiest sounding song on the album, and it's about him dreaming about a girl who's not around anymore.
10/10 though.

other people have mentioned early Cocteau Twins and This Mortal Coil, but also check out early Dead Can Dance and Bel Canto
Ethereal Wave more or less turned into dream pop by the early 90s, but it was largely influenced by goth rock, so it usually has a spookier feel
