I thought the joke was that not only is dignity something too disconnected to Kirk, but also too much of an obtuse idea to draw during Pictionary.

The joke is that he can't draw and yet he thinks its so obvious. Something many adults at the time probably recognise.
The thing is, in the scene, he is in the middle of a public fight with his wife - it is made funnier because it makes him look like more of an idiot.
Homer's follow ups are great to.

He angrily insists that its obvious what it should be, drawing an absurd juxtaposition of what we expect a pictionary drawing to be and his behavior (which also violates the social norm)
The timer runs out and he reveals that its dignity, which is not a typical pictionary word (subverting expectation), and is also not really related to his drawing at all (same)
Luanne then draws something we don't see
Subverting our expectation again the other guests immediately recognize and approve of her drawing, even Kirk

This all takes place in around one minute, bravo writers

The "Chuck's Fuck and Suck" theory was invented by neo-simpsons viewers (family guy fans). That isn't the joke. The joke comes from the fact that it used to be called Chuck's Feed and Seed, a standard and unspectacular name. The fact that he sold it to a guy called Sneed, who's name rhymes perfectly with the rest of the shop's name, is where the absurdity comes into it.

I think the joke with the shoes is that Hank is used to being able to shock "normal" people with his antics, but to Homer such behaviour isn't shocking.
