short films are cheaper, easier to manage, take less time to make. when youre a young struggling director, this is about all you can do

He's right though. Short films require a completely different mindset specifically because of the shorter running time. In a feature length film you have plenty of time to establish a character, his backstory, his motivation, and resolve the emotional and physical conflict (plot) nicely by the time you hit act III. With shorts you don't have the luxury of any of that, which is why in order to tell a compelling story you need to be inventive enough to do it in a fraction of the time. Part of the reason why so many up and coming filmmakers fail, and why so many of the festival shorts that i've seen look like shitty student films, is because they don't handle the short film format well, precisely because they treat it as they would a feature length film.
