No. You'd be considered a bit weird and silly though, as flying the flag is typically done either in celebration (full mast) or commemoration/mourning (half mast).. Flying it just to fly it, while not a government building, boat or fishmonger is considered weird. At the same time, NOT flying a flag on a boat or fish monger is equally weird. There's a time and place for flags, and they're pretty clearly defined.

It's worth noting that there's a difference between the English flag and the Union flag in how they're viewed. The English flag has come associated with things like the EDL, but nobody would call the union flag a bad thing.
