Argentina's economy has been stagnant since late 2011.
The economic problems happened because of a very bad decision of the Cristina Kirchner government, they forbid buying dollars, before that the economy was growing 6%. They shot themselves in the foot in November of 2011.

what the last administration did, was to freeze the economy in non electoral years through devaluation (make exports more competitive, and people poorer), and to spend like crazy in electoral years to stimulatetge economy +revaluate the currency so people can import stuff and go on vacations to foreign countries cheaply. (here we vote every two years)
that is why we had one year of recession followed by one year of growth. in 2014 and 2016 we had devaluations, followed by growth the next year.

the bad economic results of 2016 happened because the new administration had eliminated subsidies on transport, electricity and gas, and devaluated so people became poorer, less available money to spend, less growth.
This year should be better because it is an electoral year, the government will spend a lot in infraestructure to stimulate the economy, and they dont have to do again many of the things they did last year.

lets hope the cycle is broken and we have many years of continued growth. Argentina has been stagnant for half a decade.

The Kirchners, as bad as they were, had a good thing.
No one trusted them, so no gave money to Argentina, and Argentina paid all its foreign debt in hard cash from exports and the central bank for many years, perhaps the only country in the world to do that. The normal thing is to refinance all foreign debt payments.

You cant build a western country on top of a latin american country with latin american neighbours, even if that latin american country was quite empty.
