I don't think you know what diatonic melodies mean... Without note to chord relation there wouldn't be 'music'.
Even if you do use passing notes, augmented notes or anything that isn't directly related to the root it can still work.
If anything sub-genres of metal like slam don't really have any melodies, since they sort of follow some rhythmical structure over melodic structure, but there's a myriad of metal bands that use proper structuring and chord representation through scales and arpeggios to fill their songs with meaningful musical lines..

Of course bands like Black Sabbath, Judas Priest, Iron Maiden, Metallica, Ulver, Deathspell Omega, etc. all these totally not respected bands are exiled from the genre due to having quite a few sections dedicated to clean stuff.

Who are you to make these boundaries? It seems like you're illogically moving goalposts so the argument can fit to whatever you like it to be. Ulver's second album is dark folk which is metal based folk music. Bard's Song entails a riff based harmonic progression throughout, thus why everything's so layered from all the guitars and the chorus vocals to give that metal feel.

That's because numetal isn't metal. It's not a genre centered around progression of different riffs. Doesn't make the genre automatically bad or shat on for that reason, but just not metal.
