I never said every sailor in Tamriel was Redguard

it isn't the only work of fiction to do that. In The Wheel of Time, there is a race called the Atha'an Miere that are all black and they are mostly sailors. They're called the Sea Folk. I'm not sure if the Atha'an Miere were the inspiration for the Redguards or if it was a case of parallel thought, but the similarities are there.

Having a navy and having a reputation for being a sea-faring culture are two different things. I've never heard the Russians be associated with proficiency in ship-building or navigation.
