Depends what industry we're talking about, both France and the UK have their strengths and weaknesses. Currently the UK has a thriving creative industry, probably the best in Europe worth about £90billion a year.

First, France is known for strikes and unions so everyone expects them to have no industry since nobody sane would operate in such an environment.

Second, nobody can imagine a Frenchman working hard.

Third, there are not that many French products out there, so they are overshadowed by Germs as said.

Bangladesh has 10 times people than us yet we got the same GDP per capita. It does not mean we are great.

There's much more to the creative industries than acting talent. In terms acting talent, many British actors still work in the UK, with Britain being the second biggest export of television content in the world behind America.

I think it is common knowledge that Airbus's largest factory is in France.
But except airplanes, they don't really make much. Certainly not for regular consumers. French cars are pretty much only sold domestically, and they don't make any consumer electronics, either.

That's because big business in France is always tied to the government.

how does one accurately measure productivity?

Simplifying - productivity is how much money an average citizen of the country produces in a period of time. It has nothing to do with how much or how well you work. It's havely related to GDP per capita.

Wrong on both things

France is one of the most industrialized countries in the world. They produce high-tech military equipment, modern cars, machines, satelites, medical tools etc. I have no idea why would anyone think that "France has no industry".

For the same reason you use the naval flag instead of the normal flag.
