There's no reason that his departure would have caused any "upswing" given that his body weight represents less than 1% of the aircraft's' total maximum permissible payload. (And that's even if he was a big fat fuck)

Also, the stall speed of a Boeing 727 is around 120 MPH. Slow enough to be safe provided you understand how to operate your parachute, safer still with a reserve chute. Cooper asked for 2 chutes and two reserves. That's 4 chutes in total to carry him and the $200k to terra firma.

It could have drifted for miles from that height. You'd really need an accomplice to track where it fell if you didn't intend to jump with it. Especially since he would have had to have been inside the aircraft giving the police and the air national guard a very good head-start on finding it before he did.
