You probably don't need to replace it. If you reformat the disk (the entire disk, not just part of it), then that will be enough.

Assuming you mean Windows won't start, you need to put the CD in and try that. If it still tries to start Windows and doesn't work, then you will need to change your boot order. Look at your screen when the computer first turns on and it should tell you what key to press for Setup or something similar. It's probably one of the function keys (ex. F1).

No. If you have a power issue, then something that isn't the drive is broken.
It should still boot with an error that there is nothing to boot to if it were working. If it's not turning on at all, then for a laptop you should start by checking the power adapter. The cable often wears right by the connector where it plugs into the laptop. If that's okay, try taking the battery out. Sometimes an issue with the charging circuit will hose the rest of the computer. If it still doesn't work, then the next most common issue is a broken internal connection for the power adapter. This happens if the computer gets dropped and lands on the power cable while it's plugged in.
If your issue goes beyond the battery or the power adapter, it's often very difficult to fix without replacing components.
