Oculus along with existing companies are too busy trying to create peripherals so that they can get more of your money, and DARPA is a defense agency, they arent going to create something that doesnt have anything to do with them.

That guy has a prototype. That guy has a business plan. That guy has distributors lined up and a marketing strategy.

He's not asking for money on kickstarter to develop an idea from a drawing on a diner napkin, he's asking for money to take the stuff he's already produced and proven to the next level and create an actual startup company built around the work he's already put in.

Your phase 1 & 2 plans are exaclty what's on the market now, but phase 3 jumps basically to matrix levels of immersion, that's one hell of a jump and I don't think it's realistic in anyway.

I do understand what youre saying man, I really do. A lot of the work that my team and I has done was done completing research for the military. We werent just sitting around imagining shit and decided to ask people for 5 mil. We have a good deal of experience in what we are trying to create, but need funding in order to come out with a prototype.

I do plasma research for a living. When I write a grant to the NSF or the DOE I have to explain, in excruciating detail, exactly what I'm going to do with every cent they give me, what I'm going to build, how it's going to work, what diagnostics I'm going to use, what analysis I'm going to do, what the main goal of the experiment is, what kind of secondary and tertiary experiments could be done using the same platform, and what kind of results I expect to find if the experiment yields a positive or negative result.

You haven't given us a fraction of that and you're asking for FAR more.

A friend of mine actually is researching on a project similar to this. It has the purpose of helping people whose limbs became paralyzed with their rehabilitation. So the idea itself is not bad.
