It's hard for me to think of them as anything other than companion pieces, Low is numbing depression whereas Heroes is an emotional tantrum. Lodger is getting over it with momentary lapses.

They're roughly equal in my opinion. Low is more consistently brilliant, but Heroes is his best song so they even out.
