They weren't popular back in the day (at least not huge like The Beatles or The Stones). But Sweet Jane and Rock Roll did get some radio airplay.
Btw Loaded is the vastly inferior VU album, if you think it's the best you should re think your life

but dude the radio relies on people with short attention spans looking for something to make their car ride less monotonous. having a 7+ minute song on your radio isn't a lot of fun to most radio consumers, especially ones that aren't used to the "harshness" that songs like european son have to offer. Venus in Furs was just a filler example, but the only time i ever heard heroin on the radio was a live lou reed solo version and it was nowhere near as harsh.
So why wouldn't Sunday Morning or I'll Be Your Mirror work out?
As another user mentioned, I heard Sweet Jane on the radio last week. TVU is not as obscure or abrasive as you like to think.
when i think of radio i think of lunch breaks, construction workers and receptionist lobbies. they have time for free bird and stairway to heaven and bohemian rhapsody and dream on and war pigs, why not something outside the normal playing field

Anyways I played this album for my dad once, who likes Lou Reed but didn't know what the velvet underground was. He fucking hated it. He got up and left the room during the screeching guitars in Black Angels Death Song and said "This shit is way too left bank"
You have to understand that stuff is very foreign/unpleasant to the ears of people who are used to lame blues scales and Joe Cocker vocals.
