Soo the capital frealed and let them both win but…the overseer of the games was executed because of it. So any other overseer if the games would try really hard. To prevent that from happening.

But let's get crazy. Literally, how many legally insane people have won the Hunger Games? Well you see, if you win the hunger games you get large amounts of power, at least through influence. But if an insane person won then anarchy could insue, so to prevent that the overseer of the game rigs it to kill of those people so they don't have to worry about it. So lossing my mind out of loneliness or guilt would make my odds of winning, go down if not vanish completely.
