That CIA behaving awkwardly wasn't intentional.
The entire point of the movie is to show that the Memes belongs to no one and everyone at the same time. This is the historical baggage that Nolan is aware these characters carry: An endless barrage of neets and meme lore since the 90's, comparison to other iconic memes, and everyone thinking they have the last word on how these memes should be used.
Bane is Moby Dick, Zarathrusta, Ernest Defarge, Zorro, Crossbones, The Mask, the Classic Big Guy/Masked man/Villain.
CIA is Ahab, Captain America, Howard Hughes, Charles Foster Kane, Slade Wilson, Javert, Paul the Apostle, the tortured lawful man seeking to catch his prize.
Barsad is Deadshot, a mosquito, Jason Bourne, Bob Lee Swagger, Artemis, the one that hits the spot..
The plane is a NASA shuttle, a nest, Snake's on a Plane aircraft, Ahab's Pequod, Zorro's Tornado, Quixote's Rozinante.
There are many comparisons with TDK too. For instance, the opening scene culminates in Bane leaving one of his hired guns in the wreckage, while in TDK the Joker kills his hired guns. The Gotham football team's uniform is the same color in both films. Both opening scenes are to show how menacing and thinkful the villains are. CIA interrogating Bane is like Gordon interrogating Joker, both villains being playful and jokey.

Nolan playfully conversates with audience, meticulously painting a picture that compares mythical heroes with their modern versions. There's no denying he will steal a grin from the audience, when they realize that the briefcase CIA gives to Barsad doesn't contain nothing and isn't relevant to the plot at all: The "beautiful lie" of cinema magic. This is an allusion to Pulp Fiction's briefcase, the contents of which are never seen, and in later interviews was revealed to contain simply a light bulb.
Another scene that shows Nolan's passion for the masters of the past is ironically one of the most often ridiculed because of the set-up: The Plane hijack.

The "For you" can be interpreted either as a single sentence or as a continuity of the last one, and still works. There's this quick cut to CIA's terrified face as he realizes that due to him rushing the whole flightplan he indirectly helped Bane and his master plan, and now he will crash the plane with no survivors.

During the opening, there is his powerstance, showing the weight of the power of the agency. This scene is catalogued as ridicule, because it's supposed to be like that: Bill is like a naive kid that doesn't know he is being tricked, he is just another pawn of a powerful institution.
