Because standards change over time and people view things as less unacceptable. There was a time when you couldn't say ANY fucks in a PG-13 movie. If they have exact rules, they're a censorship organization and that's obviously not true.
So they have suggestions and guidelines.
Directors submit their movies and they get a rating with no specific details.

Would make sense in an older movie like Airplane! or The Right Stuff, but that was the 90's when they had pretty much settled down the rating rules.
