This is acknowledged in the books and to a lesser degree in the show. Lyanna may do well though because she actually listens to advice as compared to other child "leaders" who do whatever they want, including the ones who weren't even children as per the show, like Robb.
It's not great but as far as child actors go she's hardly the worst. And compared to the likes of Sophie and Emilia she's an acting prodigy.

Basically, Arryn was retarded and never taught anything due to a crazy mother. Joffrey was sadistic, born into a family where he knew he would rule and could have fun with it. Robert was a terrible father who just wanted to fight instead of rule, and his inability to lead rubbed off on his heir. Tommen was thrust into a situation he wasnt prepared for. He wasnt taught shit either, but was at least more altruistic. He wasnt expecting to lead and had to learn at an older age, and also with his psyopathic mother making the majority of devisions for him. He just didnt have the command and presence to succeed until it was too late.
Lyanna, on the other hand, was basically trained from birth by advisors who were intelligent and cautious. Being a girl may seem like intentional pandering, and maybe it was, but she had a different upbringing altogether.
