Yes, that would be because he's voiced by a yank from Los Angeles and we all know how well they pull of our accent even when they try. It sounds like shit 99% of the time, but there's a few lines where he actually sounds like he's straight from the fringe burbs of Brissy.

Roadhog technically has the least lines of any character so the voice actor just probably didnt care, and no one notices an accent to well if you speak your lines with your head buried in a washing basket full of towels.
