It's not a hard thing to review either all you have to ask is, "does this enhance the atmosphere and aesthetic of the game?" or "would the game lose anything if the music wasn't there?" or even "is the music congruent with the game's mechanics/aesthetic?"

Agreed, it's very frustrating to hear that. The person saying it generally has no taste in art. I was reading a Syd Barrett bio recently and a quote put it really well: "Drugs don't make you more creative, but they can erase any inhibitions."
This might come off pretentious but I guess cause mainstream culture is so hell bent on being happy and happiness, and everybody they show in mainstream media is happy that it's just ingrained in people to think sad things are uncomfortable, even if those things aren't really sad but just deal with slightly darker themes or words.
