POTUS is a dictator who by choice respects the public's voice. He doesn't have to.
The thing is that (often) whoever ends up being POTUS is faivored by the voters and the more or less by unelected people of power.
Trump is not really somebody who understands connection between action, cause, and result. So first things first; he's a bit dangerous. We don't know if he's a got a really good poker face or if he's a bit crazy. This is because he has no history in politics. His history in the business world would point towards him being a swindler and a crazyman. Whatever he would say, or whatever executive orders he would push, so would happen.
As you might understand while Trump appears really attractive in the public's eyes, he's still a massive threat to the very same public. Not because he's only a mad man with no real plan, but because he's a mad dictator who can execute a seemingly good plan.

Not to say he never meant it, but I always saw the wall as more of a conversation starter to get people to discuss a problem that we have with illegal immigration and the current immigration process as a whole. To me it was never going to be a real answer, but something that could lead to one.
