Why is it so hard to find other dubstep that sounds like this album? For something that is supposedly the most influential album in the genre and the prime example of its style, it seems to be very remarkably singular.

Burial is unique, that's why. Also if you look up dubstep you're only going to get the wub wub definition of the genre.

2step/garage is usually not atmospheric music at all. Even burial imposters are shit at sounding similar.

The only music i've heard that has a similar kind of atmosphere, albeit different kind of music is Luxury Problems
