it's actually the dark web via the onion router (deep web means it's just not indexed, not that it's exclusively malicious and bad), and just google wiki's and then it gives you the uncensored version of the actual wiki, then you start looking for specifics. Nothing else to it really. If you need to ask anything specific go ahead.

.onion sites can only be used by TOR due to the ip routing and disguising you have to do to get there, whether it's legal or not you still use TOR.

As a side note, there are other domains than .onion that need some other browsers, I forget which ones though (they still count as dark web).

You aren't really presented a list on what to do there (because they don't look for attention), you go there for specific stuff and if you want to explore go ask people in it yourself.

Second, just don't bother. The FBI, NSA, and CIA are so deeply ingrained in the major exit nodes in most countries that it is now trivial to track your browsing habits

Go look at the information that we gained from the Silk Road busts and how LE was able to gather the information needed to bust the whole operation.

It wasn't necessarily some high tech super computer that cracked the case, it was stupid people doing stupidly insecure things.

TOR can be secure, yes, but it relies on the assumption that the exit nodes aren't snooping the data, and that even if they are, they can't crack the technically end-to-end encryption that TOR uses.

2. Get a good VPN with servers in countries who won't work with the US
3. Get your ass behind 7 proxies
4. Connect to Tor via trusted bridges

If you're not uploading any illegal content you won't be bothered but if you're not connected properly you'll be a big bright sore thumb on every node you exit compromising everyone else.
