The fact that he holds the position of Grand Admiral at all is an inconsistency in the Star Wars cinematic universe, it goes against the flow of the logic established by the original story's plot. It's a plot hole. I'd be cool with him just holding some middle-management naval position, like a token quelling piece to keep certain systems in line. But no. He's the Grand Admiral of the Imperial Navy.

Throughout the prequel trilogy, Palpatine manipulates the Senate on a massive scale, which requires him to cooperate with other species. The second the Empire goes into full swing, you've got human supremacy all around. His advisers are all human, so you can infer he dealt with the ones you see in the prequel trilogy just the same as he dealt with Maul. As a softer point, his hostility toward Gungans is shown when he tells the CIS to "kill them all" when all that was necessary was a strategic front and a military blockade. Another soft point is when he speaks to Jedi Master Yoda. If you're an alien with non-human biology and a different skin tone, and I'm taunting about your physical appearance and the color of your skin, how am I not being a racist?

That isn't a military fleet, it's a singular battle station. He was also host to the Imperial ruling council on board. His duties as a Grand Moff were to oversee and preside over the Death Star, which was a base of operations. At that time, it was pretty much effectively the capitol of the Empire.

Thrawn is a Chiss, from a place in the galaxy called the Unknown Regions where the Chiss Ascendancy is dominant. The Chiss Ascendancy has a treaty with the Empire to pay the Empire taxes and supply them with auxiliary troops.The Empire does not occupy within its borders and the Chiss are autonomous. It is in effect a client state of the Empire. They are one of the few,if not the only, alien species accepted into the Imperial army.

Chiss were often officers in the Empire, but it was unheard of that one should be promoted to Grand Admiral. In this case, Thrawn was hand picked by the Emperor himself.

Did you ever actually read any of the books or play the games or whatever from back in the day? Thrawn was kicking about in the Galaxy at large up until literally a few months before Return of the Jedi. The only discontinuity with old canon here is that he's Grand Admiral prior to Empire Strikes Back when in the old canon he was rewarded with it for stopping Zaarin's coup in the game TIE Fighter.

He's literally sent out with no backup into deep space and gets results. He is only one of 12 Grand Admirals and is basically laughed out of court.

In the original canon Palpatine recruited Thrawn briefly as early as Attack of the Clones, using him to wipe out a Jedi task force in deep space called the Outbound Flight. It's no surprise then that he is essentially one of Palpatine's oldest allies.

It would have been more interesting to introduce him in clone wars through an adaption of outbound flight. Shane it had to end prematurely.

Your first section is actually completely wrong. You must have played The Old Republic where that is the case thousands of years before the films. The Chiss Ascendancy by the time of the films is an isolationist state which has no links to the Empire at all. Thrawn only happened to end up with the Empire because of the events of Outbound Flight, one of Timothy Zahn's great Star Wars books.
