The hardest working, and most intelligent poles move abroad to work. They basically do all construction work here, (apart from the higher ups).
This means the country itself lack the people needed to improve their economy, which means some subsidies from the countries benefiting short term from them.
Basically, these funds, are nowhere near the losses they experience through loss of quality workforce.

With 4% yearly economic growth you're also an idiot to claim "no one is staying behind to build the country". Currently poland is receiving the most subsidies because they are by far the largest country out of the eastward expansion. Per capita they aren't getting any kind of special treatment that would imply that their economy is suffering. If anything if finland doesn't start growing economically we're going to be the ones of the receiving end of subsidies.
Not that a person from a country with infinite money cheats would understand this.
