The writers had a lot to do with it, but the problem is Colbert isn't working in the manner that made his name. He's a fantastic character actor, but he's no longer really playing characters.

Small government implies limiting powers to those outlined in the Constitution. Enforcing the laws of the land (immigration laws) are within the confines of proper or "small" governance. It is not overreach to enforce laws.
