I'm not sure I completely agree, I feel like you are downplaying defensive skills. Sure, foot-on-the-ball skills are the most important but aren't tackles these type of skills as well? How about marking or aerial defending skills? defensive positioning? These are all very important in the game and I'm sure a player who can dribble past a number of players and score is as necessary as one that can actually take the ball off him.

Chosen GOATS (ballon d'or) are almost never defenders because of the voting systems but I think that from a manager's point of view, a defender GOAT is more probable than what you are saying.

I agree that those are important sskills in a football player, but I think that the game being football the foot-ball skills are the most important of all.
And as for what you say, a great forward or attacking midfielders can win a game by himself even if the rest of the team is shit.
A defender, no matter how good on 1vs1 can't defend by himself.
And it's not just defenders a good defense needs good midfielders to protect the defense as well.
tactical organization is more important, or at least as important, as individual skill for defense. If you have limited amount of money you're better served buying a great forward than an equally good defender.
