You just have to look, Nolan has been leaving clues all over the place since Batman Begins, that fire you see there with "rubble" is actually the bodies of the real CIA along with the entire crew of that plane.
Why do you think he works with mercenaries instead of actual CIA agents?

Bane is actually working for the CIA the entire time and CIA is a mercenary.
Why do you think Pavel looks so fucking afraid? because he knows that this aint a CIA flight.
Also remember that he never says his name, he just says "im CIA", no agent introduces themselves in front of people they dont know, hell he doesnt know if he is being watched.
He said it on purpouse, he knew that the CIA was tracking Pavel and Bane (his undercover agent) so he said all the right things.
Why do you think he never actually shot one of Bane's mercenaries? Because the real CIA plane that was tailing them would see corpses falling out of the plane and would probably cause some unpredictable changes to his flight plan.
