it was but he was remarkably non-racist his entire life, especially for someone that was born in and grew up in south africa
think I've read minor critiques saying his works are racist but they aren't, he whole idea of race in the LOTR universe is that there are certainly people born different but that each race has its own special uniqueness and anyone can be "good". for example hobbits are useless manlets but have a simple and good spirit about them that allows them to carry the ring easier than most other men - meanwhile men/elf hybrids rule the human kingdoms, live longer than ordinary men and are superior in most ways but are very susceptible to corruption of the spirit, don't remember who it was but one of the major kings starts conversing with saruman on that crystal ball. funnily he also made those men like romans who were superior to the semicivilised rohan people who were like germanics
what I'm saying is while racial theory is seen in his work he didn't believe any race was better than another and it's not like the races he imagined in LOTR were representative of what he believed of the real world. he was also dirty on the whole fascist movement, I think a german asked if he was had jewish ancestry (he didn't) and got extremely huffy about it.
