Because soldiers are cheap and even synthetic diamond is expensive to make into a suit.

Because that would require shrink ray technology so that all the soldiers could latch on to the vest and shoot down bullets/missiles with even smaller missiles/bullets before they reached the vest. The ultimate defense.

Because while it's hard, the material bulletproof vests are made out of need to also be flexible in order to absorb the impact of the bullet. Otherwise, while the bullet won't penetrate your skin, you be bet you'll feel every bit of that bullet smacking against your chest.

Because the particles don't move the matrix can shatter upon impact. Hardest doesn't equal most bullet proof. It makes for a great drill and a really crappy shield.

None of this matters. It would shatter on impact. It's not sapphire glass. Also when they use sapphire glass for bullet proof applications it's only half of the equation. The other half is a soft material to catch the bullet. Hard doesn't mean stops a bullet.
